Hello. 
I'm a lifelong fisherman and consider myself a staunch
conservationist. I beleive in reasonable restrictions and change. 
I believe the regulation to ban outright three star or less motors
on sportfishing and whale watching boats will do more harm than
good. 
People who connect to nature tend to vote and act in ways to
protect it, unlike people who don't have any experience with it.
Net net, the environment benefits from people who engage with
nature. 
This new regulation will SEVERELY restrict this ability to interact
with, and protect the natural environment, in comparison to the
minor harm this industry causes the environment. T
THERE ARE BIGGER POLLUTERS OF THE MARINE ENVIRONMENT. Like large,
ocean going vessels and cruise ships. 
Current vessels should be grandfathered in to continue to operate
reasonably - as the vintage vehicles are allowed to operate on
roads today, and replaced as they age out and no longer function,
with 5 star motors. 
Be reasonable. Unreasonable restrictions are what drive the knee
jerk 'screw the authorities and environment' attitudes that many
people have. 
Be reasonable. please.
