MSV would help California economically as well as ecologically. 
Californians are forced to spend more than ever on gas, which also
ties directly to the issue of national security.  We live in the
heart of L.A., where many commuters have taken increasingly to
bikes and scooters.  The traffic rarely moves fast enough to be
hampered by a 35 mile per hour speed limit.
    Make it happen.
