Im going to keep this short because there really isnt to much to be
said. 

  The idea of prison time or a ticket from under inflated tires is
just wrong. I want to know how you are going to regulate it and how
your going to come up with what the "right" pressure is. A lot of
trucks (including mine) have much larger tires then factory and if
i run the factory recommended amounts of air my truck rides
horribly and my tire life drastically decreases due to the middle
of the tire hold more weight then the outisdes. I also believe it
should the owners own freedom to run however much pressure they
like in there tires, where is our freedom going??
all together a bad idea.
