Include zero-emission requirements for all truck classes starting
in 2024, not 2027. 

Increase the percentage of sales requirements so at least 15%
(instead of 3%) of trucks on the road in 2030 are
zero-emission,this will speed up deployment and create a strong
trajectory. 

Set a goal for all trucks to be zero-emission by 2040. 

Accelerate the development and implementation of the fleet rule so
it in adopted by July 1, 2021 and effective January 1, 2024.
