| Comment | The recession in the construction industry has greatly hurt our
company. We have seen our payroll dwindle from over 150 employees
to fewer than 50 employees. The changes to the on-road and off-road
diesel emission regulations are a big step needed to keep us in
business, but they are not enough.
I urge you to increase the low-use mileage exemption for
construction to 15,000 miles per year. Many on-road vehicles have
either been parked in great numbers due to the recession, or spend
most of their time on jobsites, so they are a very small part of
diesel emissions.
