If cap-and-trade is to continue, it must be revised to prevent
stationary sources from buying credits to maintain their present
level of pollution on their neighborhoods. They must be required to
reduce their level of local pollution to the greatest extent
possible. This is a public health and environmental justice issue
as well as a greenhouse gas issue.The people living near stationary
sources are real people and must be given relief.
In fact, such revisions in cap-and-trade must be implemented
immediately. Real people are suffering now, and the health effects
of local emissions are costing state and local money.
