| Comment | As an organization dedicated to the protection of forests, and all
the benefits forests provide, including carbon sequestration, we
strongly urge the CA Air Resources Board to maintain high land use
targets in the AB 32 Scoping Plan - to at least double the MMT by 5
million metric tons to 10 MMT, preferably higher.
The 5 MMT target is inadequate - it is based upon models that are
widely acknowledged to underestimate the benefits of dense,
mixed-use development, while the higher target is achievable with
policies California is already considering.
Setting a higher target for the land use sector will help
establish new land use patterns that make fighting against global
warming a high priority.
A higher target must be coupled with a commitment to provide
financial resources, technical assistance, and other support to
help regions, local governments, and transportation agencies
achieve the target.
