Dear CARB Board members: 

I appreciate the work that you are doing to plan implementation of
the Global Warming Solutions Act. A request (shared by many in the
Sierra Club), however:

Please auction off all emission allowances. Program revenues
should go toward GHG reduction programs, such as clean
technologies, green jobs, and aid for low-income consumers and
small businesses to reduce their utility bills. 

Again, thank you for your labors on behalf of clean air for all
Californians.
