It is irrational to allow industries to offset (rather than
actually REDUCE) their carbon emissions by purchasing offsets from
a timber harvester who then clearcut the very trees that could help
in small measure if they were left standing. The emphasis should be
on reducing carbon emissions and only as a last resort offset them.
If offsetting is available, the offsets MUST be truly
environmentally beneficial, not destructive.

It is imperative that you remove that from your regulations.
