Comment | Dear CARB Committee Members, While I appreciate your efforts to make the air cleaner in California, I believe that targeting sport fishing boats and boats engaging in whale watching excursions is going to far. In your literature you talk about taking steps to fight global warming. It is a well-known fact that the entire United States of America contributes to only 15% of the emissions that may contribute to global warming. The real offenders are developing countries like China and India. You have absolutely no control over those countries, so why are you punishing us? Any negative effects sport boats contribute in the overall scheme of global warming is less than a grain of sand on the seashore. But, the negative effect your regulations will have on the private owners of these boats could be economically catastrophic. Your literature also brings up the health equity issues of neighborhoods surrounding the harbor areas. Here we have some agreement - but only with boats that operate mainly in the harbor. Sport boats and whale watching boats spend the vast majority of their engine running time offshore, resulting in a minimal effect on the local neighborhoods. In addition to that, they run their engines at low to moderate rpm's to conserve fuel. That results in lower emissions. School bus drivers, not so much. Your graphs and data are suspect. I have learned through difficult and financially painful experience to be wary of data provided by state officials. Remember the Bullet Train? I need to say no more. In closing, I respectfully request that you remove sport boats and whale watching boats, for the reasons previously outlined, from the proposed new emission standards. Sincerely, Christopher Olsen |
