| Comment | Dear CARB,
Global warming is the key challenge of our time, and it's
something that we can actually do something about. Meeting this
challenge requires fundamental changes in the way we grow our
communities. Smart growth reduces the need for transportation,
thereby automatically decreasing the amount of polluting greenhouse
gasses created. In the AB 32 Scoping Plan, we would like to see
CARB increase the land use target from 5 million metric tons (MMT)
of CO2 equivalent to 11-14 MMT.
* The higher target and the benefits of dense, mixed-use
development are achievable with policies California is already
considering.
* Setting a higher target for the land use sector will signal
to the world that new land use patterns are a high priority in the
fight against global warming.
* A higher target should be coupled with a commitment to
provide financial resources, technical assistance, and other
support to help regions, local governments, and transportation
agencies achieve the target.
