will find ways to game the system – using opportunities provided by
conflicts of interest, price-fixing or fraud, for example. As a
result, dishonest or well-situated players will profit and become
entrenched interests while they thwart the purpose of the program.
They can hide their manipulation in ways that enable them to
continue for years.
Please examine the possibilities of a fee-and-dividend program, a
method that is much more transparent and therefore reliable for
reducing GHG emissions.
