A reasonable approach to implementing this new regulation should be
in a way that minimizes the impact to business owners and
consumers. 

This should not be accomplished by establishing a certain date on
the calendar. A better approach is to not issue any additional
licenses to boats that have not implemented the proposed regulation
but grandfather all existing licensed vessels.
