Sportfishing ad a industry needs to be preserve.  The proposed
legislation is unfair and not logical in its written processes.
It needs to provide a longer time frame for implementation and a
different method of implementing new engines/fuel.

This legislation is written poorly without regard for the public or
the fishing industry's
Please rewrite this to make it fair and responsble.
