I urge you to abandon this proposal. I believe anthropogenic global
warming is a fraudulent theory.  The mechanics of this fraud was
clearly shown in the many leaked emails from the UK, as well as
other sources.  The most obvious component of this fraud was the
willful omission the the medieval warming period from 900 to 1100
AD.  All those proposing cap & trade laws are socialists, who want
to concentrate more power in the hands of government. This proposal
will not help the environment.  It will greatly harm the economic
health of California.
