Good morning to whom it may concern,
 I've grown up and fished in the Channel Islands my whole life. I
enjoy spending time on the ocean and even do the occasional whale
watching trip with my two children. By the sounds of the research
I've done on this issue it surely doesn't seem like the bigger
picture has been taken into account. Not only are you taking away
the livelihood of people who own and work on sea going vessels
you're taking away from the clients who enjoy doing all the
activities aboard them. The money spent for fares, fishing
licenses, tackle, gear to wear, and so many more things equates to
taxes paid to the state. I find it very hard to believe the amount
of so called pollution caused by these boats has a huge impact
considering the amount of cars on the road in California that are
exempt to smog rules which I believe is 1980 or lower. Not everyone
can purchase a new car every year. I hope my message is taken into
consideration and I feel as this is a huge overstep in the American
dream of owning a business as an individual. Your right to succeed
and live your life to the fullest as a free American. I understand
emissions are a big deal but to implement such a drastic move is
over the top.
