We should restore the original ZEV mandate for the car companies to
produce ZEV's.
We need to include the PHEV ZEV miles achieved as a function of
the All Electric Range (AER) up to 90% equivalent ZEV for a 60
mile AER on the city cycle. This simple formula would allow the
car companies to ramp up a vahicle they are already planning to
produce quickly to address the issues of petroleum displacement
and global warming. The issues of electric use vs gasoline in the
PHEV is no longer an issue since the cost of gasloine is now 5
times the cost of using electricity in the same car. Also criteria
emissions is also no longer an issue for these vehicles since they
will be able to meet Many UDDS emission test cycles.
Please consider this proposal since it is simple and makes sense
as well as recognizes the validity of previous work!!
