I feel that the program undertaken needs to support the very
complex allocations of credits given to large car builders for
putting ZEVs on the road in a manner that does not favor either
the BEV or the PHEV in developing the credit structures.  I think
it should allow credit for the accomplished increase in miles per
retail $ fuel cost. This should work for gas or diesel hybrids or
the pure Electrics.
