As others have said, further weakening an already
much-weaker-than-the-original plan would indeed make a joke out of
the "Air Resources Board." I can just see the stand-up routines
that would come of it...

Seriously, if you decide to pass this, you should just dissolve
CARB and put the salary money to better use elsewhere in the
State.
