With the great advances in design of diesel powerplants (at least
in Europe), there is no longer justification overlook the
emissions  of off-road equipment.

I would especially urge you to advocate the revocation of
legislation that inhibits or prohibits the mass marketing of
vegetable-based diesel fuel ("biodiesel"), as this is both a
renewable source, and a known effective means of reducing
particulates and CO2 emissions.
