| Comment | I support the Investments for Clean Transportation's goals to
displace petroleum, reduce pollutants, and improve air quality. It
is stated that CARB intends to accelerate development and early
commercial deployment in order to meet these goals. However, there
is no mention of CARB allocated funds towards the development and
demonstration of new fuels that are currently being commercialized.
New fuels such as alternative diesel microemulsions, biodiesel
concentrations greater than 20%, dimethyl ether, and other
technologies currently under development are still necessary that
offer great opportunity to reduce emissions, displace petroleum,
create new jobs, support small business, etc. but are not eligible
for other CARB or state funding opportunities.
I therefore request that Heavy-Duty Vehicle and Off-Road Equipment
Investments alot specific funding for deployment and demonstration
of new low carbon renewable fuels. If this is not possible then
please state so explicitly in proposal solicitations and revise
your wording to more accurately reflect that CARB does not support
development of new fuel technologies so that it is obvious that
project support is not publicly available and will need to be
obtained via private investments.
Also if CARB is not in a position to allocate funds for the above
mentioned projects, then CARB should communicate the requirements
and procedure for allocating and applying for funds from other
resources such as the EPA to develop and conduct demonstrations for
early stage liquid alternative fuels.
Sincerely,
Shane Khoh
