| Comment | My understanding is that CARB is once again backing off from
supporting a strong commitment to EVs in California.
As a consulting engineer to both the solar and transportation
industry, I know that the technology is here for both all-electric
battery EVs (BEVs) and plug-in hybrids.
I strongly urge CARB to:
1) Require the full 25,000 ZEVs that automakers had originally
promised for 2012-2014
2) Create a separate requirement for plug-in hybrids that lets
them replace the dirtiest vehicles in CARB's regulations, rather
than the cleanest ZEVs
3) Incentivize plug-in hybrids that have the most on-board
electricity storage
