To whom it may concern,
     As a native Californian and someone who enjoys the Access to
the great Pacific Ocean, I am writing to discourage the major
draconian changes that CARB Is trying to implement on the whale
watching and sport fishing industry of California.  It is through
the whale watching in sport fishing industries that many
individuals learn to respect the wildlife of the ocean. By
implementing heavy-handed policies on these industries many
individuals who would otherwise not have access to such activities
will no longer be able to afford nor have access to the worlds
oceans.  I kindly request that Actions that would destroy these
industries, especially at a time like this, not be an acted.
