CHC 2021
My name is Frank Rescino I am a third-generation fisherman whose
family has been in business since 1908 my son is a fourth
generation fisherman and he has a son that is fifth generation who
loves fishing
I am asking you to not pass bill CHC 2021 it will put my family and
the family have many small businesses like mine out of business
I ask you to wait for the technology for the engine that would fit
in the existing boats I am very much into a clean environment and
want to clean air for the future and believe the tech will catch
up
I have a problem with your comparison that are both spurred as much
is 162 school buses I feel it is very misleading you based it on a
bus that is 400 hp running at 20 miles an hour against an 800 hp
tier two engine running at 100%
I do not know of many or any sport boats in the bay area that have
800 hp engines the average is around 400 and while fishing we run
at 10% power most of the day and cruise at 50% power the rest of
the time which is about three hours this cuts are exhaust mission
to about 10 buses and I have a tier 3 and she would bring it down
even more there are less than 200 boats and there are thousands of
school busesThese new engines have to run at full power Bernhardt
and have not been proven safe by the Coast Guard to operate in our
boat yet yet
I ask why can't we be put in the same category as the commercial
boats since we are a commercial passenger fishing vessel and buy a
commercial fishing stamp if this bill goes into affect I will have
to buy a new boat and it will double the cost to the public to go
fishing or use any marine resource
I want to know what makes you think it will only raise the price
15% well it would be more like 100 to 150% if I have to buy a new
boat when I have a boat that's paid for already these new boats
will cost millions of dollars I don't know how I will be able to
pay for it I've done this all my life I know how much it cost to
stay in business over the years I have taking many children
veterans and various other programs out fishing this will not be
affordable to them or many if I have to buy a multi million dollar
boat
So I will ask once again please do not pass this bill for the
future of my family all the families and all the future families in
the fishy business
