Zero-emission plug-in vehicles already produce the least CO2
emissions per mile, and this will only improve as our power
generation grid becomes more climate-friendly.

Tackling global warming is all about building the right
infrastructure quickly.  We should be strengthening regulations
that push the economy in this direction, not weakening them.
