The vouchers and rebates proposed in the Draft Plan should be
expanded and called a ÒHousehold Dividend" and ÒTransportation
DividendÓ.  The Household Dividend that would assist low-and
middle-income homeowners and renters and encourage the purchase of
Energy Star products. 

The Transportation Dividend would assist low-and middle-income
drivers, transit users, people who rideshare, and others. They
should be sent to all Californians.
