Make each and every Producer responsible for Refinery
Pollution.  Heavy penalties should be required when there are
incidents of Refinery Pollution


 excrited from Facilities.


Willimgton, California has had several incidences and we
never hear if those Refineries are fined for poor maintenance, lack
of upgraded safety 


measures or managing upgrade projections and when
bringing old facilities into current compliance will occur. 
These should all be transparent


activiities which can be found on an Independent
Reporting Website or News location.
