Allow me to introduce myself. I am Anthony Silva. Long time
angler, wildlife conservationist, EPA & CARB certified diesel
mechanic, and an earth cautious citizen. I understand the law that
is up for discussion. Being the current events of the year 2020
from COVID 19 and the economic struggles the state, country and
world have seen. I want to ask that the Marine Diesel emission
requirements get rewritten due to the unforeseen future COVID 19
has given the great state of California. The sport fishing
community in California has a long history of family owned
business. At the very least I am asking the sport fishing and whale
watching power units meet the current requirement with a 5 year
grace period due to economic struggles during this pandemic and
future consideration for leniency. I have spent the past 5 years
touring the fleets from Oxnard down to San Diego. These vessels are
well taken care of. If the State of CA does not agree then please
give grants to these vessels from current date to the year 2035 for
engine re-power and related items. Just as lower emission
on-highway Diesel engines, clean energy on-highway and zero
emission vehicles are getting from the state of CA for consumers.
