Dear CARB Board members:
     
    Thank you for your hard work on a plan to implement the Global
Warming Solutions Act.
     
    I believe the plan can be made even stronger. I hope you will
consider the following:
     
    - Auction off all emission allowances. Revenues should go
toward GHG-reduction programs, such as clean technologies and green
jobs, and also to aid low-income consumers and small businesses in
reducing their utility bills.
 
    - Reduce the role of offsets. Providing too many offsets
encourages continuing emissions in low-income neighborhoods and in
defenseless habitats, and weakens the demand for innovation in
clean energy technology. Limiting offsets will create more
clean-energy jobs, stimulating our state’s economy.

    - Increase the targets for local governments to reduce
emissions caused by poorly planned growth that drives up vehicle
miles traveled.

    - Require businesses to recycle their materials. 
    
We have a chance to make California even better as we address our
planet's deadly crisis. Strong CARB policies will help California
residents realize the benefits of taking on global warming: reduced
air pollution, more clean-energy jobs, less waste and healthier
communities.
