This whole thing is just an example how California wants to
over-reach regulations that make no sense at all.  It doesn't
matter if people are put out of business.  I am getting so sick of
this stuff by the state that I am seriously thinking considering
moving out.  Where, Hell would be better than what is happening in
California right now.
