It's important to reduce pollutants as much as possible.  It would
be a big improvement if local transit agencies phased out their
polluting buses and phased in clean, zero-emission electric buses. 
This would not have to be overnight.  But as one bus needs
replaced, replace it with a zero-emission bus.
