These proposals which would put most sportfishing , diving and
whale watching businesses out of business! The required technology
would require  totally new vessels as the present vessels can not
be 'retrofitted'. These proposals show a total disregard for those
businesses affected or for those who depend upon them for a
livelihood. The proposals I have read  are among the craziest I
have ever seen coming from a government agency. Ditch these b.s.
proposals.
