SubjectEstablish a Strong Zero Emissions Vehicle Program

It is very important to return to a strong ZEV mandate for
automakers. I urge you to require the full 25,000 ZEVs that
automakers had promised for 2012-2014. Please create a requirement
for plug-in hybrids. 

I would also recommend that polluters pay for permits to emit
greenhouse gases.

These actions will really help to reduce greenhouse gas emissions
and will reduce global warming pollution.
