Dear CARB Board Members:

As a professional communications consultant, I applaud the
presentation you saw from Mr Barrosa. In that presentation,
Electrify America is cleverly used disinformation to bamboozle us.

For instance, when Mr Barrosa says EA has many stations patronized
at high capacity, about half of those vehicles are charging there
because it's free - because of sweetheart, possibly illegal, deals
with manufacturers.

Also, when Mr Barrosa says EA has provided 5 million sessions, that
means about one million sessions have failed, according to their
own metrics.

I bought my first EV four years ago. I have had my share of those
million failed sessions. 
I've been towed along I-5 because of ugly drama with Electrify
America. It's important to remember that none of this is new, and
that EA has been promising to fix things for years.
 
By 2022, it was widely known that Electrify America was among the
worst offenders. 
This was in the national press - The New York Times, the Washington
Post, the Wall Street Journal, Newsweek, Wired Magazine, Car and
Driver... The list goes on.
 
By 2023, J.D. Power summed it up by saying:  "The declining
customer satisfaction scores for public charging should be
concerning to automakers and, more broadly, to public charging
stakeholders." They noted, "Of the four DC Fast charging networks,
Electrify America is ranked last for customer satisfaction in J.D.
Powers's national survey."

Today, the LA Times' front page notes the same.
 
EA was purpose-built, with public settlement funds, to help
increase enthusiasm for EVs. 
They have done the opposite. Please don't buy into their
disinformation. Please don't rubber-stamp their plan for what
essentially amounts to "more of the same." 
 
Whether that's through your statutory power or through the courts,
I look forward to your urgent and necessary action - starting with
the rejection of their Cycle 4 plan.
