We do not understand why “Hydrocarbon basin” is limited to maps not
readily available to the public and are determined by an industry
association.

Basin Plans are a reference to Groundwater Basin Plans and are
omitted in these definitions.

Why?

It is the contamination factor, and the heating factor or sea-level
rise that are important in the emissions.
