CARB needs to begin the planning and thought process of phasing
out oil refineries. As someone who grew up very close to one it is
just disappointing to know how it has likely affected me today. I
think your committee has the potential to change the future and
that's not gonna be as effective with the steps you have mentioned
in your plan. I understand that small steps are important but I
think you need to keep the end goal in mind and introduce that end
goal to others
