To Whom it May Concern: 

I would like to write in support of off-road vehicle emission
regulations being implemented.  I pretty sure that the 'leisure'
crowd won't like this - but regulations would at least keep track
of polluting vehicles of all kinds.  I believe it would be a good
step in the right direction.
