I strongly prefer "Alternative 1" that will require new
supermarkets and other large refrigerators to convert to natural
refrigerants with a GWP of 10 or less.   I also urge you to imporve
Alternative 1 by adding incentives or tax breaks for stores in
disadvantaged areas.
