I'm surprised by the proposed language I've read. Several questions
come to mind that most people consider "common knowledge" .
Enforcement, consumer participation, risk management, costs
associated with increased documentation, consumer complaint
mediation...the list goes on and on. 

I would suggest focusing your efforts assisting state legislators
in balancing the budget. I'd hate to see you and the other 145,000
state employees salaries drop to minimum wage.
