Comment | Dear CARB Board members: Thank you for the diligent work in preparing a plan to implement the Global Warming Solutions Act - AB 32. I am presenting few proposals that I believe will assist in formulating a stonger plan that is to be created. I request, for your consideration, the following during your deliberations. - Recomend that all emission allowances be auctioned off. Program revenues should then be used toward GHG reduction programs, such as clean technologies, green jobs, aid for low-income consumers, and support small businesses to reduce their utility bills. - Work to minimize the role of offsets in the Plan. Providing too many offsets encourages continuing emissions within low-income neighborhoods, affect defenseless habitats, and weakens the demand for clean energy technology innovation. Limiting offsets will create more clean-energy jobs and stimulate our state’s economy. - Increase the targets for local governments to reduce emissions related to poorly planned growth, thus causing drivers to live further from their work, requiring exessive vehicle miles travelled. - Require businesses to establish a system that will allow the recycling of their waste and excess materials. We have a chance to make California more clean and provide a healthier environment for it's citizens. It is urgent that we address one of the worst crises our planet now faces. Strong CARB policies will help our state’s residents realize their responsibilities by taking on global warming conditons and noting the following benefits: reduced air pollution we breathe; the creation of more clean-energy jobs; reduces the waste produced by our citizens: and enhance healthier communities for all Californians. Thanks, again, for allowing me to propose what has been presented for your consideration and to the work the Board Members are doing on behalf of Californians for a cleaner California.
