Comment | Dear CARB Board members: Thank you for working to envision a plan to implement the Global Warming Solutions Act. I hope you will consider the following carefully during your meeting about this plan. 1) Please auction off all emission allowances. Program revenues should go towards GHG reduction programs, clean technologies, green jobs, and aid for low-income consumers and/or small businesses to reduce their utility bills. Any cap and trade programs should auction all pollution allowances, with revenues used for public benefits, like developing clean energy technology. 2) Please work to reduce the role of offsets in the Plan. Providing many offsets encourages continuing emissions in low-income neighborhoods and in defenseless habitats, and weakens the demand for clean energy technology innovation. Limiting offsets will create more clean-energy jobs, stimulating our state's economy. 3) Please call for more use (than 7500) Zero Emission Vehicles (ZEVs) vehicles by 2014. Since this technology is already available increase this number to hundreds of thousands by 2014. 3) Please increase the targets for local governments to reduce emissions caused by poorly planned growth that drives up vehicle miles travelled. CARB regulations should utilize “Community Choice,” which lets cities and counties pool the buying power of all local electric customers and increase ratio of renewable energy they utilize. For example, Marin County and San Francisco have Community Choice plans requiring 51% renewable energy sources, far more than the current utility average of 12%. Could you follow this in your plan? 4) Please require businesses to recycle their materials. Incentives and fines for not complying to recycling regulations are necessary to get businesses to recycle. These are needed. We have a chance to make California even better as we address this globial warming crises. Strong CARB policies will help our state's residents realize their need for change. This can then reduce air pollution, provide more clean-energy jobs, produce less waste and create healthier communities. Take strong action now. Thanks you, J.A. Swanick |
