There is a lot of talk and planning for, in your words: "CARB
strives to maximize benefits for disadvantaged communities,
low-income communities, and low-income households (priority
populations)."

Installing round-about in disadvantaged and low-income
neighborhoods would increase public safety and reduce fuel wastage
while improving air quality. It would also reduce electricity
usage. 

I'm not an expert in this area but see many new developments,
residential and commercial deploy this traffic routing mechanism.
They are easy to use, keeps traffic moving, does not use any
electricity, reducing accidents and improving air quality. 

If these can be deployed in large enough numbers and in low income
communities, it would improve the quality of life.
