Subject	CORE: Request for voucher cap increase and continuation of manufacturer purchase option
Comment	Please see attached presentation slides for both Tractive Power and Rail Propulsion Systems. Also attached is backgound information and references document. The CORE program is going to allow zero emissions switcher locomotives under the rail car mover category. Both Tractive Power and Rail Propulsion Systems have proposed projects that will convert an existing railyard in a disadvantaged area from a smokey 1950's locomotive to a zero emissions switcher. But, this can't be done unless the upcoming revisions to the CORE program Implementation Manual allow it. We are requesting that CARB leadership and staff raise the voucher cap limit to a value proportional to the higher performance zero emissions locomotives now eligable. A second request is the continuation of the manufacturer purchase option which our two programs require as customers are not yet confident to commit on their own for the 3 year project.
