| Comment | Overall, CARB is headed the right way in implementing California’s
determination to reduce this state’s role in global warming. One
aspect of the proposed regulations goes the wrong way, though, the
“cap and trade” provision. We don’t need to turn the current
pollution levels into an asset which can be traded. This would
have the effect of ensuring that the pollution “cap” is exploited
to the maximum extent. Far better to implement a carbon tax, even
if it is a minimal one at first, that adds to the cost of carbon
pollution, and thereby creates a consistent, across-the-board
incentive to reduce greenhouse gas emissions. Thank you.
