I whole heartedly object to the retrofitting new engines to power
these larger vessels. There must be other alternatives for these
vessels to produce less pollutants than an entire new engine. 

A gradual introduction of these new engines should be implemented,
such as after so many hours after the current existing engines,
instead of rebuilding them, new engines are then required. 

A 25 year plan to phase out the old engines and be replaced with
CARB engines.
