Please consider modifying the amendment which will force owners of
the whale watching and fishing fleet to purchase new vessels. 
Although I am for protecting our oceans and natural resources, 
there must be a better way than to drastically enforce these new
regulations!  Not only are people's livelihoods being taken away
but thousands of people will no longer have the opportunity to
enjoy the ocean via whale watching and fishing.  These activities
educate the general public in the ecosystem.  If it inspires a
single youth put his or hers effort to preserving our oceans that
it worth the cause to keep the existing fleets in business.  A long
term solution must be created that will be amicable to all parties
involved.
