| Comment | Dear Board members of CARB:
Thank you for your hard work so far envisioning a plan to
implement the Global
Warming Solutions Act.
I have a few requests that I believe will make this plan even
stronger. I hope
you will consider them during your meeting.
Please, do not auction off any emission allowances. Program
revenues should go
toward other programs, such as clean technologies, green jobs, and
“NO ZERO NADA”
aid for low-income consumers and small businesses to reduce their
utility bills.
Please work to eliminate the role of offsets in the Plan.
Providing any offsets encourages continuing emissions and weakens
the demand for clean energy technology innovation. All offsets do
is allow polluters to buy their way out of reducing emissions and
then create another way for wall street to wring more blood
from the consumer. Eliminating offsets may create more
clean-energy jobs and
stimulating our state's economy.
Why don’t you create an offset program where motorists can buy
offset credits for their gross polluter cars? Let’s be fair here,
if you want
to do it for business, than don’t discriminate against your
citizens.
If you don’t want to do it for autos, Why do you want to do it
for others?
What’s the difference?
Please mandate an increase in the targets for local governments
to reduce emissions caused by any and all poorly planned growth
that increases more residents to move into the state, drives up
vehicle miles traveled including support vehicles, increases
infrastructure pollution
Please require businesses to recycle their materials, starting
with ALL state
agencies first. We have a chance to make California even better as
we address one
of the worst crises our planet has ever faced, a population
explosion out of control. Weak CARB policies will help our state's
residents realize some of the benefits we
will receive by taking on reduced air pollution, more clean-energy
jobs, less waste
and healthier communities.
Thanks again for your work on behalf of clean air for
California.
