Attached are Occidental Oil and Gas Corp's comments on the free
allowance allocations to energy-intensive trade exposed entities.
Specifically, the comments raise issues with the way ARB suggests
compensation to industrial ratepayers -through energy efficiency
programs rather than rebates.  Oxy believes that it will not
receive any carbon cost recovery under this methodology.
