Chairman Nichols and Members of the Board:

I am pleased to see that implementation the Global Warming
Solutions Act (AB 32) is proceeding. However, I currently
understand that the cap and trade component would give away the
majority of pollution allowances. By doing so, this seems to reward
the biggest polluters and weakens the intent of the climate bill.
Please remove the allowance giveaways in the current rules and
resume helping California to be a leader in this important
endeavor.
