| Comment | To whom it may concern, I believe that this law would actually
cause harm to the people it claims to be helping. The businesses
that employ many people in "Disadvantaged communities" will not be
able to survive if these new regulations are implemented. The
report states that there will be an increase in other area's such
as new ships and retrofitting, but that assumes that the owners and
operators will be able to afford the significant costs to update
and upgrade their ships. Even if the owners can afford the
upgrades the employees will be out of work for an extended period
of time and the pool of employers will shrink since the owners who
cannot afford the changes will disappear. Please reconsider the
negative impact on society as it may feel good the to "Save the
World", but the reality is that those "Disadvantaged Communities"
